by Brianna Crandall — November 11, 2015—Of particular interest to facilities managers of federal government buildings, the U.S. General Services Administration (GSA) released last month two Request for Proposals (RFP) for the Building Maintenance and Operations (BMO) strategic sourcing solution.
These RFPs will result in two multiple-award, government-wide contract vehicles (BMO Unrestricted and BMO Small Business) supporting the strategic sourcing initiative to reduce costs and drive efficient purchasing by federal agencies.
In order to promote small business participation, the BMO solution will use a zonal approach creating a reasonably sized region in which small businesses can realistically compete and operate.
BMO will begin with a proof of concept and pilot in Zone 1, which consists of Delaware, Maryland, New Jersey, New York, Pennsylvania, Virginia, West Virginia, and the District of Columbia. Future zones are anticipated to be added in Fiscal Year 2016.
The BMO contract vehicles will provide a streamlined process for agencies to acquire building maintenance and operations services, while at the same time reducing administrative costs. In addition, they will:
- Realize total cost savings through reduced price variance from use of standardized labor categories, with more accurate price comparisons
- Improve spend and prices paid visibility through data collection and reporting requirements
- Improve transparency and flexibility at the task order level
Throughout the acquisition process, the BMO team invited industry to provide feedback on the proposed requirements and evaluation criteria. GSA says this feedback was taken into consideration as it worked to finalize the RFPs.
