Richland adopted the International Green Construction Code as a non-mandatory document for commercial buildings, using it to increase familiarity with green construction. The city already has a residential green program through the Home Builders Association.

The ICC, with headquarters in Washington, D.C., is a membership association dedicated to building safety, fire prevention and energy efficiency. It develops codes and standards to regulate construction of residential and commercial buildings. Richland Building Inspection Supervisor Kevin Rex, Fire Marshal Kurt Hubele, and other permit and inspection personnel are ICC members.
